James E. Whittle, Jr. was born and reared in Gloverville, South Carolina. He was admitted to the South Carolina Bar in 1979; U.S. District Court in 1980; U.S. Court of Appeals, Fourth Circuit, in 1989; and U.S. Supreme Court in 1991.

Education:
University of South Carolina (B.A., 1976; J.D., 1979). Assistant Solicitor, Second Judicial Circuit, 1979 – 1980; Aiken County Public Defender, 1980 – 1982.
